Monitoring of greenhouse-gas emissions, oilsands ineffective: auditor

The environmental auditor is raising the alarm about the federal government’s ability to effectively monitor greenhouse-gas emissions and keep a sharp eye on oilsands development.

In a scathing report long delayed by the federal election, commissioner Scott Vaughan says Ottawa has spent almost $10 billion on dealing with climate change, but doesn’t have the tools to really know what the money is accomplishing.

He sees a similar information problem in the oilsands.

Ottawa has not been tracking the cumulative impact of so many projects happening at the same time.

So Vaughan says decisions about oilsands projects are based on weak, or even non-existent, information.

Vaughan gives the government credit, though, for recognizing some of these shortcomings, and crafting reasonable plans to deal with them going forward.
