City services affected in the event of a labour disruption

Here’s a list of the City of Toronto services affected during a strike or lockout involving the city’s 23,000 inside workers.

Police, fire, TTC, the city’s 10 Long-Term Care Homes and Services and Toronto Community Housing properties won’t be affected by a labour stoppage. Emergency calls will continue as usual.

The city’s water supply and sewage treatment systems will continue to function.

Toronto City Hall, Metro Hall and civic centres

  • Public access to Toronto City Hall, Metro Hall, North York Civic Centre, York Civic Centre and Scarborough Civic Centre will be restricted to ground floors only, Monday to Friday, 8 a.m. to 4:30 p.m. Community council meetings will continue at these locations.
  • East York and Etobicoke civic centres will be closed.
  • The parking ticket counters at Metro Hall and North York Civic Centre will be closed.
  • Courier deliveries will continue to be accepted in the mail rooms at Metro Hall.

Cancelled/closed Toronto City Hall services

  • All tours, visits, presentations and official city events
  • Receiving and responding to city job applications
  • Group tours of City Hall

City services and programs that will be adjusted

  • Children’s Services
  • City Clerk’s Office
  • City Planning
  • Economic Development and Culture
  • Museums, galleries and cultural facilities
  • Resources for Business
  • Employment and Social Services
  • Municipal Licensing and Standards (including Animal Services)
  • Parks, Forestry and Recreation — Facilities will be closed to the public including, indoor pools, curling clubs, community centres, arenas and fitness centres.
  • Existing permits — Existing permits for parks and facilities will remain valid, including indoor arenas, outdoor sports fields, picnics and commercial recreation in parks.
  • New permits — New permit requests won’t be accepted during the labour disruption, expect for outdoor sports fields, allotment gardens and picnic grounds.
  • Programs — All city-run programs will be cancelled. New program registrations won’t be accepted during the labour disruption.
  • Urban Forestry Services — Emergency tree maintenance and inspection, including Emerald Ash Borer removal, will continue. Review and processing of applications for tree removal will be suspended.
  • Cancellations, Credits and Refunds — These can’t be processed until after services have resumed. Where applicable, credits/refunds will be pro-rated. After the labour disruption, wherever possible, programs will be extended to make up for the lost time.

  • Continuing City Hall services — Including receiving legal documents including notices, claims and appeals, issuing marriage licences,  issuing burial permits and registering deaths

  • Film and Television Office
  • Municipal Licensing and Standards (including Animal Services)
  • Parking tickets

  • Property tax and utility bills — Payment deadlines will not be extended. In-person payments cannot be made. All the City’s enquiry/cash counters will be closed.

  • Waste Collection — Residents are asked to hold onto their household hazardous waste during a labour disruption.
