Tories pass motion to limit debate on big budget bill

The Harper Conservatives are curbing debate on their massive budget implementation bill.

The Tory majority has pushed through a Commons motion that will limit the length of debate on Bill C-38, which the government calls the Jobs, Growth and Long-Term Prosperity Act.

The bill contains a number of actual budget provisions, including controversial changes to old age security. But it also amends about 60 different laws, eliminates a half dozen others and rewrites the Canadian Environmental Assessment Act.

Critics complain that the omnibus legislation is too broad for proper consideration in the time usually afforded to budget legislation.

But the Conservatives want the bill passed before summer.
