SIU reopens beating allegation investigation

The province’s Special Investigations Unit (SIU) has reopened its investigation into a beating allegation against Toronto police officers after receiving documents from another police watchdog.

Tyrone Phillips, 27, alleges he was beaten unconscious when he was arrested outside a Toronto nightclub on July 28.

Phillips filed a report to the Office of the Independent Police Review Director (OIPRD) on Aug. 8.

The OIPRD later forwarded that report to the Toronto Police Service (TPS).

Neither the OIPRD nor the TPS would hand over the document to the SIU, forcing the investigation to close last week in a very public spat between the SIU and Toronto police.

The OIPRD said it could only give a copy of a complaint to whoever made it.

The SIU contacted Phillips, who was able to receive his original complaint from the OIPRD.

Because the SIU now has the document, it is able to reopen the investigation.

The SIU investigates reports of death, serious injury or sexual assault involving police.
