TSB report on Titan submersible implosion recommends oversight of risky uncertified vessels

In its report on the Titan submersible implosion, the Transportation Safety Board of Canada (TSB) recommends Transport Canada come up with a plan on how to determine whether an uncertified vessel poses a safety risk and then monitor that vessel more closely.
