[{"polls":null,"gallery_images":null,"easypromos_forms":null,"yoast":{"canonical":"https:\/\/toronto.citynews.ca\/2026\/04\/11\/historic-us-iran-direct-talks-begin-in-pakistan-as-wars-fragile-ceasefire-holds\/","title":"US and Iran end 21-hour ceasefire talks without agreement before Vance departs Pakistan","metadesc":null,"opengraph_title":null,"opengraph_description":null,"opengraph_image":null,"twitter_title":null,"twitter_description":null,"twitter_image":null},"id":4808927,"title":"US and Iran end 21-hour ceasefire talks without agreement before Vance departs Pakistan","excerpt":null,"content":"<p>ISLAMABAD (AP) \u2014 The United States and Iran ended a historic round of face-to-face talks early Sunday without reaching an agreement and the fate of the fragile, two-week ceasefire still unclear.<\/p>\n<p>Vice President JD Vance, who led the U.S. delegation during the 21 hours of talks in Pakistan&#8217;s capital Islamabad, said negotiations finished without a deal after the Iranians refused to accept American terms to refrain from developing a nuclear weapon. <\/p>\n<p>There was no immediate comment from the Iranian delegation, but Pakistani mediators called on both countries to maintain the ceasefire.<\/p>\n<p>\u201cIt is imperative that the parties continue to uphold their commitment to ceasefire,\u201d Pakistan Foreign Minister Ishaq Dar said, adding that his country will try to facilitate a new dialogue between Iran and the U.S. in the coming days.<\/p>\n<p>The discussions in Islamabad began Saturday, a few days after a fragile ceasefire was announced as <a href=\"https:\/\/apnews.com\/hub\/iran\">the war<\/a> that has killed thousands of people and shaken global markets <a href=\"https:\/\/apnews.com\/article\/iran-war-pakistan-trump-israel-vance-lebanon-gulf-nato-b0dcca332a3e631a5fa98c9fe0434071\">entered its seventh week<\/a>. <\/p>\n<p>Vance said he remained in constant communication with U.S. President Donald Trump and others in the administration during the negotiations.<\/p>\n<p>\u201cBut the simple fact is that we need to see an affirmative commitment that they will not seek a nuclear weapon, and they will not seek the tools that would enable them to quickly achieve a nuclear weapon,\u201d Vance told reporters. \u201cThat is the core goal of the president of the United States. And that\u2019s what we\u2019ve tried to achieve through these negotiations.\u201d<\/p>\n<p>The vice president said he spoke with Trump \u201ca half dozen times, a dozen times, over the past 21 hours\u201d and also spoke with Secretary of State Marco Rubio, Treasury Secretary Scott Bessent and Adm. Brad Cooper, head of the United States Central Command.<\/p>\n<p>\u201cWe were constantly in communication with the team because we were negotiating in good faith,\u201d Vance said, speaking at a podium in front of a pair of American flags with special envoys Steve Witkoff and Jared Kushner to his side. \u201cAnd we leave here, and we leave here with a very simple proposal, a method of understanding that is our final and best offer. We\u2019ll see if the Iranians accept it.\u201d<\/p>\n<p>Two Pakistani officials, who spoke on condition of anonymity because they were not authorized to brief the press, said a third round of discussions between the delegation heads had finished and the talks would resume after a break. <\/p>\n<p>Then the U.S. vice president addressed the press, announced there was no agreement and went to the airport to leave Pakistan.<\/p>\n<p>Trump had said he would suspend attacks against Iran for two weeks. Vance\u2019s comments did not indicate what will happen after that time period expires or if the ceasefire will remain in place.<\/p>\n<p>US says its destroyers moved through the Strait of Hormuz<\/p>\n<p>The U.S. military said two destroyers transited the Iran-gripped <a href=\"https:\/\/apnews.com\/article\/the-worlds-most-important-21-miles-0000019d2fbfd29daffdefffc72e0000\">Strait of Hormuz<\/a> ahead of mine-clearing work, a first since the war began. Iran\u2019s state media, however, said the joint military command denied that.<\/p>\n<p>\u201cWe\u2019re sweeping the strait. Whether we make a deal or not makes no difference to me,\u201d Trump told journalists as talks continued and the time approached 2 a.m. in Islamabad. He called negotiations \u201cvery deep.\u201d Iranian state TV noted what it called \u201cserious\u201d differences.<\/p>\n<p>The U.S. delegation led by <a href=\"https:\/\/apnews.com\/article\/iran-us-negotiations-vance-trump-b82625fd24adb2336a5a9615b6953629\">Vance<\/a> and the Iranian one led by Parliament Speaker <a href=\"https:\/\/apnews.com\/article\/iran-mohammad-bagher-qalibaf-us-israel-war-a5fdb9d743c3325155da0bc91458077d\">Mohammad Bagher Qalibaf<\/a> discussed with Pakistan how to advance the ceasefire already threatened by deep disagreements and Israel&#8217;s continued attacks against the Iranian-backed Hezbollah in <a href=\"https:\/\/apnews.com\/article\/lebanon-israel-war-hezbollah-negotiations-394f8bdaee36bab82ab3ebc713221302\">Lebanon<\/a>, whose health ministry said the death toll has surpassed 2,000.<\/p>\n<p>Since the Islamic Revolution in Iran in 1979, the most direct U.S. contact had been in 2013 when President Barack Obama called newly elected President Hassan Rouhani to discuss Iran\u2019s nuclear program. Obama&#8217;s secretary of state, John Kerry, and counterpart Mohammad Javad Zarif later met during negotiations toward the 2015 Iran nuclear deal \u2014 a process that lasted well over a year.<\/p>\n<p>Now the far broader talks featured Vance, a <a href=\"https:\/\/apnews.com\/article\/iran-us-negotiations-vance-trump-b82625fd24adb2336a5a9615b6953629\">reluctant defender<\/a> of the war who has little diplomatic experience and warned Iran not to \u201ctry and play us,\u201d and Qalibaf, a former commander with Iran&#8217;s powerful Revolutionary Guard who has issued some of Iran&#8217;s most fiery statements since fighting began.<\/p>\n<p>Iran sets \u2018red lines\u2019 including compensation for strikes<\/p>\n<p>Iran\u2019s state-run news agency said the three-party talks began after Iranian preconditions, including a reduction in Israeli strikes on southern Lebanon, were met.<\/p>\n<p>Iran&#8217;s delegation told state television it had presented \u201cred lines\u201d in meetings with Pakistani Prime Minister Shehbaz Sharif, including compensation for damage caused by U.S.-Israeli strikes that launched the war on Feb. 28 and releasing Iran\u2019s frozen assets.<\/p>\n<p>The war has killed at least 3,000 people in Iran, 2,020 in Lebanon, 23 in Israel and more than a dozen in Gulf Arab states, and caused lasting damage to infrastructure in half a dozen Middle Eastern countries. Iran&#8217;s grip on the Strait of Hormuz has largely cut off the Persian Gulf and its oil and gas exports from the global economy, <a href=\"https:\/\/apnews.com\/article\/energy-eu-oil-gas-iran-supply-65e520c30d94e7b6184e69d37a7cc09a\">sending energy prices soaring<\/a>.<\/p>\n<p>US sending forces to help mine-clearing on the strait<\/p>\n<p>Iran\u2019s closure of the Strait of Hormuz has proved its biggest strategic advantage in the war. Around a fifth of the world\u2019s traded oil had typically passed through on over 100 ships a day. Only 12 have been recorded transiting since the ceasefire.<\/p>\n<p>On Saturday, Trump said on social media that the U.S. had begun \u201cclearing out\u201d the strait.<\/p>\n<p>\u201cToday, we began the process of establishing a new passage and we will share this safe pathway with the maritime industry soon,\u201d U.S. Central Command commander Adm. Brad Cooper later said. The U.S. statement about the destroyers added: &#8220;Additional U.S. forces, including underwater drones, will join the clearance effort in the coming days.\u201d<\/p>\n<p>Iranian Foreign Minister Abbas Araghchi had said Tehran was entering negotiations with \u201cdeep distrust\u201d after <a href=\"https:\/\/apnews.com\/article\/iran-explosions-israel-tehran-00234a06e5128a8aceb406b140297299\">strikes<\/a> on Iran during previous talks. Araghchi, part of Iran\u2019s delegation in Pakistan, said Saturday that his country was prepared to retaliate if attacked again.<\/p>\n<p>Iran\u2019s 10-point proposal ahead of the talks called for a guaranteed end to the war and sought control over the Strait of Hormuz. It included ending fighting against Iran\u2019s \u201cregional allies,&#8221; explicitly calling for a halt to Israeli strikes on Hezbollah.<\/p>\n<p>The United States\u2019 15-point proposal includes restricting Iran\u2019s nuclear program and reopening the strait. <\/p>\n<p>Israel and Lebanon will have direct negotiations<\/p>\n<p>Israel pressed ahead with strikes in Lebanon after <a href=\"https:\/\/apnews.com\/article\/iran-us-israel-war-ceasefire-takeaways-e53287f7594521f125dc1d6014c03a05\">saying there is no ceasefire there<\/a>. Iran and Pakistan have disagreed.<\/p>\n<p>Negotiations between Israel and Lebanon are expected to begin Tuesday in Washington, Lebanese President Joseph Aoun\u2019s office has said, after Israel&#8217;s <a href=\"https:\/\/apnews.com\/article\/iran-us-israel-trump-lebanon-april-9-2026-7760f88f183ed2a13a721057e31f3ce7\">surprise announcement authorizing talks<\/a> despite the countries lack of official relations.<\/p>\n<p>But as thousands in Lebanon protested the planned negotiations on Saturday, Prime Minister Nawaf Salam said he had postponed a planned trip to Washington \u201cin light of the current internal circumstances.\u201d His absence should not affect talks as the first round is expected to be at the ambassadorial level.<\/p>\n<p>Israel wants Lebanon&#8217;s government to assume responsibility for disarming Hezbollah, much like was envisaged in a <a href=\"https:\/\/apnews.com\/article\/israel-palestinians-hamas-lebanon-hezbollah-11-26-2024-aa165645d900a3d681ad127e05b0c561\">November 2024 ceasefire<\/a>. But the militant group has survived efforts to curb its strength for decades.<\/p>\n<p>Hezbollah joined the war in support of Iran in the opening days. Israel followed with airstrikes and a <a href=\"https:\/\/apnews.com\/article\/iran-lebanon-invasion-attack-war-ap-style-2e22f39ce455f859483463550c0725f0\">ground invasion<\/a>.<\/p>\n<p>The day the Iran ceasefire deal was announced, Israel <a href=\"https:\/\/apnews.com\/article\/lebanon-israel-attacks-dd04fb97804f93e62d02962be90e1171\">pounded Beirut with airstrikes<\/a>, killing more than 300 people in the deadliest day in Lebanon since the war began, according to the country&#8217;s Health Ministry.<\/p>\n<p>___<\/p>\n<p>Castillo reported from Beijing, and Finley and Binkley from Washington. By&nbsp;2024, the provincial government passed legislation banning sites from operating within 200 metres of schools and child-care centres, arguing they&nbsp;raise public-safety concerns.&nbsp;But officials say the closure of the sites will only create more issues.<\/p>\n\n\n\n<p>\u201cWe are going to see a spike in different things, a spike in needles all over the places, a spike in long waits at the hospital lines, because most of those people who are coming to us are not going to be going to the hospitals,&#8221; explained Fahad Amir Afrika, a harm reduction worker at Fred Victor.<\/p>\n\n\n\n<p>The seven defunded sites across Ontario have been tasked with a 90-day wind-down period. Funding for the Fred Victor and the Moss Park Centres comes to an end on June 13th.<\/p>\n\n\n\n<p>\u201cWe are the bridge to the group of people that has been abandoned, that has been deserted. United, we will build \u2026 a Canada strong that no one can ever take away,\u201d Carney told the crowd of partisans, who cheered as he delivered the line.<\/p>\n\n\n\n<p>\u201cWe are meeting in the middle of a transformation that will define this country for generations, and Canadians sense it.\u201d&nbsp;<\/p>\n\n\n\n<p>The message comes just as his party is on the cusp of forming a majority government, anticipated to happen through three byelections on Monday \u2014 two seen as safe Liberal seats, and one hotly contest race against the Bloc Qu\u00e9b\u00e9cois in Montreal&#8217;s Terrebonne suburb.&nbsp;<\/p>\n\n\n\n<p>The Liberal leader made about half a dozen references to unity throughout the speech, his first such address to the party since winning leadership last year.<\/p>\n\n\n\n<p>Nearly a year ago, Carney brought the Liberals back from the brink of defeat and was swept into office, after campaigning on his plan to combat threats posed by U.S. President Donald Trump and his global trade war.<\/p>\n\n\n\n<p>Since Carney became prime minister, Trump has continued to sow global discord through pursuing punishing tariffs, starting a war against Iran, and threatening to withdraw from the NATO alliance and annex Greenland.<\/p>\n\n\n\n<p>Diana Fox Carney, who delivered remarks just before her husband, said she and the prime minister have been \u201cstopped on the streets\u201d in Mumbai, Sydney, London and Paris, as well as domestically, by people who wanted to \u201cthank Canada for our country\u2019s global leadership\u201d and for \u201cproviding a beacon of hope in a confounding world.\u201d<\/p>\n\n\n\n<p>The speech was focused on global politics more than domestic, but it also comes amid separatist movements in Alberta and Quebec that have the potential to grow, and amid swirling questions in political circles about whether there are more floor crossers waiting in the wings to join the Liberal caucus in Parliament.<\/p>\n\n\n\n<p>Though the party&#8217;s brand and political fortunes have become anchored to Carney, the Liberal leader also nodded in his speech to major accomplishments of past Liberal prime ministers, including Justin Trudeau, who Carney says walked the path of reconciliation with Indigenous people.<\/p>\n\n\n\n<p>Seen by many to be shifting the party to the centre-right of the political spectrum, Carney made it a point to underscore in his speech core values the party holds dear: the Charter of Rights and Freedoms, the guarantee that &#8220;women always have the right to choose&#8221; and that Canadians can &#8220;love who you want to love.&#8221;<\/p>\n\n\n\n<p>That comes after Liberals welcomed five new MPs under their tent during the convention, including Marilyn Gladu, an Sarnia, Ont., MP who defected from the Conservatives just a few days ago.<\/p>\n\n\n\n<p>Galdu&#8217;s addition to the party three days prior stunned party insiders from the Liberals and the Tories, and raised questions since she has adopted many stances contrary to the Liberals in the past.<\/p>\n\n\n\n<p>Soon after she crossed the floor, the anti-abortion group Campaign Life Coalition said in a news release that Gladu had a &#8220;solid record of supporting pro-life bills,&#8221; and it questioned whether this meant the Liberals were ready to soften their stance on abortion rights that had grown strong under Trudeau&#8217;s leadership.<\/p>\n\n\n\n<p>But what followed in the ensuing days in the halls of the convention was an outpouring of support for Gladu from progressive Liberal MPs, who said Gladu knows what she&#8217;s signing up for.&nbsp;<\/p>\n\n\n\n<p>Gladu herself made it a point to vow that, while she has her own long-held &#8220;faith traditions,&#8221;
