Metrolinx approves new fine system for GO Transit fare evaders

Metrolinx approved a new fine system to ramp down on fare evasion and recoup profit lost during the COVID-19 pandemic when ridership was low on GO Transit.

In a memorandum shared on Thursday, Martin Gallagher, Metrolinx’s Chief Operation Officer, says the current fine regime — which sees special constables issue a $100 fine to fare evaders — does not allow “for the recovery of lost revenue.”

“In order to better protect and retain fare revenue and ensure the equitable treatment of customers while promoting compliance with the proof of payment system, staff are seeking an amendment to Metrolinx By-law No. 7 that would give Revenue Protection Officers and Special Constables the ability to issue escalating fines corresponding to the level of offence,” Gallagher said in the memo.

Metrolinx approved a new structure to see first-time offenders handed a $35 penalty fare. A $50 penalty fare will be issued for second offences, while a $100 fine will be given to third offenders.

Gallagher says passengers with four or more offences will be “automatically served a Provincial Offence Notice with a set fine of $200.”

“This new approach to managing fare-related offences would enable Metrolinx to recover lost revenue while ensuring a fair, consistent approach for fare evaders while improving the perception of fairness among compliant customers,” Gallagher noted.

Metrolinx says the fine format will be carried out “through an anti-racism-focused lens” to avert discrimination and bias.

This newly approved fine structure will come into effect on October 10.
