Talks break down between city, inside workers

Talks appear to be breaking down between the city and its inside workers as the clock ticks toward a possible strike or lock-out March 24.

CUPE 79 has filed a charge of bad faith bargaining with the Ontario labour relations board after the city added six more concessions to its list of demands.
