Video: Mayor Rob Ford ‘sincerely’ apologizes for past mistakes

Earlier on Tuesday, Toronto Mayor Rob Ford admitted he has smoked crack cocaine while in office. Later in the day he apologized for his past mistakes and said he will not resign.
