York Regional Police were called to a shopping plaza around 9:15 p.m. in the area of Fairburn Drive and Highway 7 over reports of a man acting suspiciously.
Police say an interaction happened between the man and an officer, and the man was shot. He later died in hospital.
A woman was also arrested for firearms-related offences.
The Special Investigations Unit is called in to investigate incidents involving police that include death, serious injury, or sexual assault allegations.
Investigators are now asking anyone who has information, including video surveillance or dashcam footage, and witnesses to contact police.
