Police described him as a high‑risk offender with a history of serious violent crime and say he “poses a significant risk to the community.”

Ray is described as Indigenous, five-foot-nine, 199 pounds, with an average build. He is bald and wears glasses.

Ray’s temporary release came with a lengthy list of restrictions, including:

  • Remaining within Canada and within boundaries set by his parole supervisor.
  • Obeying the law and keeping the peace.
  • Not possessing or handling any weapons.
  • Remaining within Durham Region.
  • Not consuming or possessing alcohol.
  • Not being in the presence of anyone under 18 unless supervised by an approved adult aware of his criminal history.
  • Not associating with anyone involved in criminal activity.
  • Reporting all sexual and non‑sexual relationships or friendships immediately to his parole supervisor.
  • Disclosing any relationships with adults who have parental responsibilities for minors.
  • Not consuming or possessing drugs except prescribed medication or approved over‑the‑counter products.

Police said Ray was monitored throughout the duration of his temporary absence.
