Sunshine List: Which public sector employees raked in over a $1M in 2021?

With real estate running wild, gas prices surging, and inflation taking a progressively bigger bite out of our bank accounts, a yearly income of $100,000 isn’t as head-turning as it used to be.
But there are still some jaw-dropping salaries on the province’s annual Sunshine List, which the government released on Friday.
This year’s edition saw four employees — all at Ontario Power Generation (OPG) — exceed $1 million in pay.
OPG President and CEO Kenneth Hartwick topped the list of more than 244,000 public sector employees who pulled in six figures or more, earning a whopping $1,628,246.
Right behind him are the following OPG employees:
- Chief Strategy Officer, Dominique Miniere ($1,523,518.84)
- Chief Operations Officer and Chief Nuclear Officer, Sean Granville ($1,064,429.42)
- Chief Projects Officer, Michael Martelli ($1,010,834.05)
Rounding out the top 10 highest salaries are:
- Kevin Smith, President and CEO of University Health Network: $845,092.2
- Phil Verster, President and CEO of Metrolinx: $838,960.91
- Matthew Anderson, Ontario Health CEO: $826,000.09
- Mark Fuller, Ontario Pension Board: $805,247.28
- Penny Sutcliffe, Public Health Sudbury and Districts: $800,726.37
TTC CEO tops City of Toronto salaries
The Big Smoke saw some big salaries, but none bigger than TTC CEO Rick Leary’s. He was the top City of Toronto earner, pulling in $438,495.91.

- James Ramer, Toronto Police Chief: $332,023.59.
- Dr. Eileen de Villa, Toronto Medical Officer of Health: $319,762.
- John Tory, Toronto Mayor: $197,316.
- Ronald Cohn, President and CEO of SickKids: $780,013.40
- Matthew Pegg, Toronto Fire Chief: $246,387.
- Timothy Rutledge, President of North York General Hospital: $776,412.00
- Connie Dejak, President and CEO at Runnymede Healthcare Centre: $389,750.40
- Kathy Milsom, Regional Municipality of York: $200,092.
- Toronto Communications Officer, Brad Ross: $199,958.99.
