Keira’s story: How a broken system left a little girl dead

In today’s Big Story podcast, Keira Kagan should be an anonymous little girl — going to school, playing in the park, growing up. Instead, she’s become a tragic example of a child welfare system that is failing to keep children safe.

Cynthia Mulligan is a reporter for CityNews. She joins us to break down her coverage of Keira’s case, and the series of systemic failures that led to her tragic death.

Every year, 30 children in Canada are killed by a parent. Many of those deaths are preventable, if the system works, and those charged with protecting them do their jobs. In Keira’s case, neither of those things happened. So what needs to change?
