Grimsby case worker charged with child luring

A 71-year-old Grimsby man who was employed as a case worker has been charged with child luring.

York police say on Feb. 15, they were notified that a youth victim had allegedly been in frequent communication with the suspect whom they met through a friend in Nov. 2024.

The suspect had allegedly indicated he was a therapist and would offer his services for free.

Between Nov. 2024 and Feb. 2025, investigators allege, the suspect frequently messaged the victim and met with him. The messages from the suspect allegedly evolved to expressing his feelings toward the victim beyond a professional relationship.

The suspect was later identified as Norman Behie who is now facing a charge of child luring.

Investigators believe there may be other alleged victims and his picture has been released.
