Toronto police have charged a 23-year-old man with second-degree murder in connection with a fatal shooting near Jane-Finch earlier this month.

Last week, police issued an arrest warrant for Richard Samuels of Toronto. He surrendered to police on Tuesday.

Back on Oct. 6, police responded to a shooting call near Firgrove Crescent and Jane Street just after 1:30 p.m.

The victim, 28-year-old Osman Bangura, was found suffering from gunshot wounds. He was pronounced dead at the scene.

Police say they believe this was a targeted shooting.

No other injuries were reported.
