Man who beheaded Greyhound passenger wins right to escorted walks

The man who beheaded a fellow Greyhound bus passenger in Manitoba has won the right to have escorted walks.
The Criminal Code Review Board approved a plan to allow Vince Li to walk around the grounds of the Selkirk Mental Health Centre, provided two staff members escort him.
The idea of allowing him outside for walks has stirred up controversy, as the hospital grounds are not fenced in. Victim Tim McLean’s mother mother, Carol Dedelley, is horrified.
“My son’s human rights were violated in the most horrific manner, and that’s completely disregarded and forgotten, and they’re all concerned about Mr. Li’s human rights,” she said.
Li has been in a locked portion of the centre since he was found not criminally responsible for killing McLean in July 2008.
