Climate agreement not yet reached

While a small group of nations blocked a U-S brokered accord because it lacks specific targets for reducing carbon emissions.
The Conference President opted to take note of the agreement which clears the way for the accord to become operational in practice.
The American plan promises 30-billion dollars in emergency aid over the next three years and a hundred billion a year by 2020 to developing countries to help them fight global warming
while it appears to be just a small step.
Japan’s Prime Minister sees it as a major step forward and Britain’s Prime Minster noting that a year ago nobody thought this kind of agreement was possible.
